Summary:
Under the general supervision of the Director of Finance, this position is responsible for providing professional, effective, and efficient public service assistance to the customer.
The Candidate must have high ethical standards, professional demeanor, effective communication skills, cash handling experience, ability to oversee multiple tasks simultaneously, and ability to function in a high-paced, demanding environment.
Will assist with daily tasks associated with Municipal Court, Utility Billing, Customer Service, and Building Permits.
Will be a front-line person on the phone and support at the front counter.
The candidate must be a highly motivated, organized, self-starting individual, capable of multitasking with a commitment to an extremely high level of service to our customers and staff.

PRINCIPAL DUTIES AND
Responsibilities:
Duties include, but are not limited to:
Answers telephone and transfers calls to appropriate individual, division, or department.
Takes and distributes telephone messages.
Greets visitors to City Hall, answers questions, and directs them to the appropriate individual or place.
Assists the public, by telephone or in person, with questions regarding knowledge of policies and procedures.
Assesses the needs of the customer and refers them to the appropriate municipal department or other service provider in the community.
Receives, researches, responds to, and resolves difficult and sensitive citizen inquiries and complaints.
Receives and applies customer payments as appropriate; determines applicable fees, enters information into specialized computer software system; provides receipt of payment and ensures accurate account Prepares, updates, and maintains utility billing accounts and court cases in the appropriate software system as contact is made with customers, including but not limited to posting payments, preparing of documents, letters, and notices, setting up accounts, finalizing or closing out accounts and/or court cases.
Completes work orders related to connections, disconnections, and/or transfer of water service with city water customers.
Receives, processes, and posts mail, night drop, and credit card payments from customers via computer.
Prepares bank deposits.
Prepares, reviews, and processes documents and Verifies data for accuracy and Responds to customers who may be uncooperative, irate, or wanted for Responds to record Exercises considerable discretion when handling confidential Files, scans, copies, mails, folds, and/or faxes Sorts and distributes incoming mail.
Conveys a positive professional image by action, communication, and Regular, reliable, and punctual attendance is an essential function of the Provides support to all clerks, including Municipal Court, Utility Billing, Customer Service, and Building Permits, additional duties include but are not limited to supporting all areas of the Finance Department as needed.
Contributes to team effort by performing other duties as REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
Two years' Customer Service Two years' general office or related experience High School diploma or equivalent required.
Possess a valid Texas Class C driver's license with satisfactory driving record, as defined by City policy.
Proof of citizenship and/or eligibility to work legally in the United EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS:
KNOWLEDGE IN THE FOLLOWING:
Data entry and file set-up/maintenance.
Microsoft Office Proper cash handling procedures, telephone etiquette, general office procedures, and filing principles.
Basic mathematical Effective oral and written communication SKILLS/ABILITY TO:
Provide excellent public relations and customer service, often to multiple customers at the same time.
Communicate effectively with diverse groups of individuals utilizing tact and diplomacy.
Discern and observe the needs of the public.
Ability to read, write, and speak English fluently, bilingual is a plus.
Ability to respond to common and sometimes complex inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
Apply appropriate laws, policy, or procedures dependent on circumstances.
Retain knowledge of historical laws and procedures.
Accurately count cash and coins and make correct changes; record transactions and keep accurate records.
Proficiently use general office machines, such as computer, calculator, copier, scanner, and fax machine.
Proficiently use computers and Microsoft Office applications; learn and proficiently utilize new computer applications including Incode software and Self-motivated, self-starting, able to perform tasks without much direction.
Ability to make effective decisions about workload and priorities without the need of constant supervision.
Effectively respond to a stressful or high-pressure environment, establish and meet deadlines, perform multiple tasks under pressure, and work with frequent interruptions and changes in priorities.
Ability to use tact and diplomacy with public, and establish and maintain effective working relationships with co-workers, supervisors, and other personnel.
Demonstrate a willingness to perform duties in a team environment but have the ability to work individually.
PHYSICAL TASKS AND WORKING CONDITIONS:
Must be able to sit or stand for long periods answering phones, assisting defendants, performing computer work, filing, copying, scanning, and other administrative work.
Must possess a manual dexterity to operate computer, office machines, perform filing or other office functions; and reach with hands or arms.
Must be able to move about office, bend, or stoop, retrieve files, lift books or other materials, use stepstools and stepladders to store and retrieve items of various sizes, shapes and forms weighing up to 30 pounds.
Must be able to handle stressful Must possess mental acuity for attention to accuracy and Must see in the normal visual range with or without Must hear in the normal audio range with or without Work is confined mainly to an office Hours are typically set, but may vary with court duties, jury trials, and City festivals or events.

Estimated Salary: $20 to $28 per hour based on qualifications.
